The new science law will put Galicia at the forefront of innovation

The aim is to improve the community's competitiveness in R&D and to help transform scientific knowledge into real solutions that reach the market and boost the internationalisation of the sector

The Xunta is making progress on the future Law on Science and Innovation in Galicia, which is currently being processed, with which it seeks to contribute to improving citizens' quality of life through innovation, by better harnessing the talent, creativity and capabilities of the territory.

The future law will place the Community at the forefront of regulations in this field, incorporating the most relevant international trends with the aim of improving competitiveness and economic development and guaranteeing science in the service of society.

The regulation seeks to be the result of consensus, and will therefore incorporate the contributions of the main agents of the Galician R&D&I ecosystem.

In addition, aligned with the Smart Specialisation Strategy (RIS3) of Galicia, it will involve a review and update of the current Spanish Law 5/2013 on the promotion of research and innovation in Galicia, with a view to contributing to sustainable development and digital transition, responding through research and innovation towards the global challenges of the next decade.

Among the new features and basic principles of the proposal, the following stand out:

  • The incorporation of measures for administrative simplification. The aim is to enable grant recipients to concentrate on project content, reducing the bureaucratic burden.
  • The establishment of a general framework for the regulation of research personnel, stimulating and supporting the training, retention and attraction of talent. In this way, the aim is to promote the development of professional careers in both the public and private sectors.
  • The promotion of innovative public procurement (CPI) through the Xunta de Galicia's different bodies, and the promotion of other public innovation formulas such as spaces for testing and experimentation. It is a commitment to good and efficient governance of R&D&I policy, highlighting the importance of public innovation so that the Administration can serve as an innovative example.
  • Business innovation measures that benefit R&D&I by small and medium-sized enterprises through training, financing or consultancy incentives.
  • Knowledge transfer and interaction between the Galician R&D&I system and the productive fabric to mutually benefit from opportunities and results.
  • Internationalisation of scientific research.
  • The regulations also make progress in social commitment and gender equality, being the most advanced in Spain in terms of responsible research and innovation and promoting the inclusion of the gender perspective as a cross-cutting category in science, technology and innovation, as well as a balanced presence of women and men in all areas of the Galician R&D&I system.
